1.1 Introduction – the next wave of AI is Here
AI adoption across the Nordics and Benelux is accelerating, but progress is uneven. The Netherlands leads Europe with a 61 % AI adoption rate( up from 49 %), well ahead of the European average of 54 %, while the Nordics sit just below that average at 50 %( up from 37 %) – a notable shift for a region long associated with leading digital adoption.
Among adopters, 79 % of Nordic firms and 80 % of Dutch businesses report accelerated innovation timelines over the past two years, rising to 93 % among Nordic startups. Nordic businesses that adopt AI also tend to deploy it more deeply than European peers, yet most businesses across both regions remain at the earliest stages of use.
Strong digital foundations exist – 73 % of Nordic businesses have adopted cloud technologies – but this has not fully translated into AI deployment. Readiness for next-generation AI, such as agentic AI, remains low: just 21 % of Nordic and 23 % of Dutch enterprises feel fully or very ready, though 83 % of Dutch startups do.
