Cprime | Inry and Clark County collaboration shows how ServiceNow AI workflows reduce government staffing time from months to weeks
Government IT departments face a familiar challenge: deliver better services without increasing budgets. For Clark County in Nevada, the answer lies in treating ServiceNow as the operating system for everything they do.
Matt Robinett, who leads growth and experience at Cprime | INRY, has spent 15 years watching public sector organisations grapple with this problem. Cprime, a consulting firm focused on helping organisations change their operating models, was acquired by Goldman Sachs and Everstone Capital two and a half years ago, then acquired ServiceNow specialist INRY in 2024.
“ As we progressed into the AI era, what we identified is that whilst generative AI( Gen AI) was really interesting, the real opportunity was going to come at the intersection of AI and workflow,” says Matt.

Clark County’ s CIO Bob Leek implemented what Matt calls a“ ServiceNow first” approach. Before tackling any new challenge, the team asks whether ServiceNow can solve it using existing data and workflows.
The strategy has produced measurable results. Take seasonal staffing for elections – a process that once took three to five months to hire 1,000 temporary workers. The county now completes the same task in eight weeks.
“ If we’ re going to tackle anything that we want to do, we’ re going to start with ServiceNow as the answer,” Matt explains.“ It’ s where we have our data, it’ s our data model. It’ s almost the operating system for the enterprise.”
Post-pandemic workspace management presented another test case. With 27 buildings to optimise, Clark County needed to balance space allocation without overspending on unused offices or cramping employees into inadequate facilities.
“ How do we make sure that Clark County had the right amount of space for their people?” Matt asks.“ If you have too much, you have cost in the system that means you can’ t do other things for your constituents. If you don’ t have enough, you’ re not being effective.”
SERVICENOW PLATFORM EVOLVES FROM WORKFLOWS TO AI AGENTS
ServiceNow began as a workflow platform that could integrate with existing enterprise software. An employee onboarding process might involve HR systems, finance software, IT provisioning tools and facilities management – all coordinated through ServiceNow without replacing the underlying applications.
